Bob isn't responsible for the lights flashing. He likes behind able to see. Though it goes off completely, you can expect that he's started a fire at some point. (He tends not to pleased whenever the ship's fire suppression kicks in!)
The turbolifts are pointless for a man who appears wherever he needs to be, so unless you happen to be in a conversation with him as you step inside, he tends not to use them.
If you're hearing voices and you go to investigate and finding nothing worries you that much? Worry no more, Bob will be appear! That'll make your fears disappear! ...Right?
Most often, Bob will just be minding his own business, happy to greet anyone who looks interesting.
