Even by District standards, Annie's short. But this woman is the same height, something of the same build. Maybe a bit more slim than Annie, but maybe not. Clothes can hide things. It's damn strange, actually being able to meet someone's eyes without having to tilt her head at all.

She pauses, then smiles a little wryly.
