"The winds are unfavorable here, but not insurmountable. I have summoned storms under more difficult circumstances." He closes his eyes a moment, the air around him gaining a slight charge but the wisps of electricity about him stick to his hat and his arms before dissipating.
"The ground will have it's long-awaited reprieve. If there is enough time, perhaps my brother and I can work the skies further, and ensure there are a few more storms even after we leave. Those who live here must learn to better tend the earth, or they will only repeat their mistakes." There is almost the sound of a knell to his words, a final judgement. Raiden did not approve of those who abused the ground, and if drought and famine returned, he was inclined to let them reap the fruits of their folly.
