"The hard part is giving the people they've oppressed a way forward so another one doesn't step into the power vacuum. It's not as easy as you'd think to teach people to be free."
That's one he doesn't have much experience with himself, but he's more than well enough aware of the state of power in the Milky Way to know the truth of the words, even without all the mission reports he's memorized.
